Well, it's a little bit hard to find good hotel 200k/night. But i know 2 hotels is good and cheap price.

_Thieh Hong Hotel is 241/34 Pham Ngu Lao street. D1
And i remember some hotels are near Thien Hong Hotel what is quite cheap. Maybe your friend can find a cheap hotel with 200k/night there
