I might be able to help. One of my friends is renting a room w/ private bathroom and fan (internet + electricity included) in District 1 - very close to Bui Vien (only 2 blocks away) for $150 a month. There are 2 rooms available (one is just a room + bathroom and the other one is a studio apartment w/ac - perfect for a couple - I think for the studio is $200 or 250, not really sure) Send me a private message if you're interested.
There are rooms for rent in District 1. That is quan 1. Go on the street Ton Duc Thang pass a university of pharmacy and toward Lotteria and turn left on the street Nguyen Thi Minh Khai, and then you take the 1st or 2nd right into smaller streets. You will run into apartments, rooms, houses, for rent, and some do speak English around here.
Some of the rooms are $300 USD or more but a few are less than than that. I have seen some of the rooms here near Passio and Fresco in District 1. You can ask random people and you may find rooms all over. District 1 and 3 tend to cost more. Look at the districts nearby.
